JOB OVERVIEW

We are seeking an experienced and dynamic Director Clinical Services / LCSW to join our organization and provide oversight and strategic guidance to all of the programmatic service delivery in our five shelter programs (one in Manhattan, two in Brooklyn and two in Queens).

POSITION TITLE: Director of Clinical Services

EXPECTATIONS OF ALL EMPLOYEES

The Clinical Services Director plays a pivotal role in supporting Midway Living Inc.'s mission by overseeing clinical and social service operations across multiple sites. This includes supervising at least five LMSWs, developing a trauma-informed, client-centered service model, and cultivating partnerships with organizations in areas such as workforce development, education, childcare, healthcare, and immigrant legal services. The Clinical Director is responsible for ensuring adherence to evidence-based practices, including Motivational Interviewing, and compliance with evolving regulatory standards, including Local Law 35.

ESSENTIAL JOB FUNCTIONS

  • Supervise, coach, and support LMSW Clinical Supervisors and social work staff; provide clinical supervision required for LCSW licensure.
  • Develop, lead, and continuously refine the delivery of all social services, including case management, housing placement, childcare, after-school, and recreational programming.
  • Oversee recruitment and hiring of social workers in alignment with DHS standards (1 social worker per 50 families), ensuring licensure per SW within six months of hire.
  • Conduct and approve psychiatric evaluations for 2010e housing applications for eligible clients (e.g., SMI or young HoH meeting chronicity).
  • Ensure Local Law 35 compliance and prepare for reporting categories within DHS SPS reports.
  • Design and lead exam prep programming for LMSW and LCSW candidates, including weekly sessions, practice reviews, and study support.
  • Utilize PSYCKES and RHIO systems to obtain diagnostic and treatment histories to support care coordination.
  • Coordinate with ACS and DOE around school attendance, child welfare prevention, and medical neglect.
  • Monitor, analyze, and report Key Performance Indicators (KPIs) such as face-to-face sessions, screenings, and documentation compliance. Set performance benchmarks (e.g., 50 client sessions/month per social worker).
  • Maintain compliance with DHS and NYS OTDA regulations through audits, trainings, and supervision.
  • Review admissions, intake screenings, and service plans; lead case conferences and utilization reviews to improve housing placement outcomes.
  • Lead risk mitigation and incident response protocols for behavioral health crises, including psychiatric hospitalization and EDP scenarios.
  • Collaborate with Shelter Directors to resolve cross-functional conflicts and promote positive interdepartmental relationships.
  • Develop and implement annual performance evaluations for social work staff; recommend disciplinary actions when necessary.
  • Establish and manage field placements with area schools of social work, ensuring appropriate supervision and learning outcomes.
  • Serve as a field instructor for social work students, holding a SIFI (Seminar in Field Instruction) certification or agreeing to obtain it.
  • Provide ongoing training to Midway Living employees on mental health issues, including diagnosis, treatment strategies, de-escalation techniques, and trauma-informed care.
  • And all other duties as assigned by your manager.

EDUCATION & EXPERIENCE REQUIREMENTS

  • Licensed Clinical Social Worker (LCSW) in New York State (required).
  • At least three years of post-licensure supervisory experience in clinical or supportive housing settings.
  • Demonstrated knowledge of and experience with systems impacting homeless families, including housing, child welfare, domestic violence, behavioral health, and public education.
  • Experience working with diverse populations, including immigrant and multilingual communities.
  • Familiarity with DHS Local Law 35 and OTDA reporting requirements preferred.
  • Experience in training and mentoring LMSWs and unlicensed staff preparing for licensure exams.
  • Holds or agrees to obtain a SIFI certification and serve as a field instructor for student social workers.
